Consequence of Failure (COF) is the cost associated with a break if it occurs. Considering the direct expense of response, repair and restoration for that type of pipe in combination with indirect costs that might be associated with a burst event such as collateral damage to third party assets, transportation disruption and delays, and service interruption. The Consequence of Failure rating is ordered into a 1-5 score range specific to that network where 5 is the highest consequence for that network.
