It is aimed at State and Federal regulators in the United States. Of the 90,000 plus dams in the US, 76,000 are state regulated and 14,500 are Federal regulated.

For 50 of the US states, there is usually a team of between 2 and 10 people who are responsible for dam safety in that state.

There are federal bodies that regulate dams according to their industry/output - FERC (the energy regulator), MSHA (Department of Labor’s Mine Safety and Health Administration), and Nuclear Regulatory Commission (NRC)

FEMA and Natural Resources Conservation Service (USACE) provide non-federal dams with funding to assist with rehabilitation and repair.

Other federal bodies are owners or owner/regulators including organizations like the US Army Corps, Department of Agriculture (USDA), and US Fish and Wildlife Service.
